B4 The News Journal Friday, Jan. 6, 1989 In Memoriam Obituaries Stanley W. Balick, 51; attorney, civic leader School reassignment decision postponed fourth-, fifth- and sixth-graders. Committee chairman Capes Riley, Christina director of planning and special projects, said Superintendent Michael W. Walls will meet with parents to see if they want to postpone opening Elbert-Palmer until September 1990.

Until it opens, its students could be clustered by grade at other city schools. Suburban parents are uncertain about Elbert-Palmer because renovations are just beginning, and they wonder whether it will offer the same programs their children now get. Riley said administrators are trying to eliminate differences in program offerings. Parents also complained that the proposal doesn't keep the same children together as they move through schools at different grade levels. The committee rejected a proposal to keep the children together, because other parents said it would mean too many reassignments.

Residents of the Windy Hills, Lumbrook andStafford areas and the Rutherford and Harmony Woods area criticized the plan for moving their children farther from home for grades one to three, asserting that there is room in closer schools. Riley said the proposal attempts to leave space in outlying schools to accommodate enrollment increases due to future development. ersBig Sisters of Delaware the Coalition of Minority Contractors of Delaware, the United Way of Delaware and New Castle County Chamber of Commerce. Arrangements by the GEBHART FUNERAL HOMES, By Sandy Dennison Staff reporter Pleas of "Why our neighborhood?" from parents whose children could be reassigned to other schools prompted a Christina School District reassignment committee Thursday to postpone a decision until today. The committee will meet again so the statistics specialist who wrote the reassignment plan can help answer their questions. Parents from developments east of Newark asked why their children were chosen for reassignment to Elbert-Palmer Elementary in Southbridge, which is being renovated for reopening next January.

Residents and community leaders from Southbridge in Wilmington spoke to counter fears of the new school, which were expressed at an earlier hearing. "Our community would not let anything happen to your children while they're there, just like our community has to trust that your community will not let anything happen to our children while they're there," said Marie Reed, who lives near Elbert-Palmer. Several suburban parents said the city residents relieved some of their fears. But many were worried about where their children will go for the first half of the school year, how long the move to the school will take, and whether the change will traumatize Joseph A.
