1st EDITION B4 The News Journal Tuesday, May 16, 1989 In Memoriam Obituaries Slew of arrests expected today in Wilmington probe i wiretaps, whether or not they are implicated in the investigation. One of the men whose phone was tapped was identified in federal court papers filed in Philadelphia as Gregory Perry, 33, of the 1100 block of Lakewood Drive in Carrcroft, a suburban Wilmington development. Perry and Michael S. Rusnak, 35, of the 500 block of W. 35th St.

in Wilmington, were arrested Feb. 24 and charged with trafficking cocaine and conspiracy after police followed them to a suburban Philadelphia home. There, according to the allegations, they bought an ounce of cocaine from an Israeli national believed to be the supplier for the local cocaine ring. Arire M. Shemesh, the suspected supplier, is charged with federal counts of possession of cocaine and possession with intent to deliver cocaine.

Delaware authorities have charged him with conspiracy. The same day Perry and Rusnak were arrested, police raided 10 hornet in the city and surrounding suburbs. Police also singled out 12 people as suspects. A week later, after the raids, police returned to the homes and seized 11 vehicles that police said were used to transport cocaine. The disposition of the vehicles, which authorities hoped to confiscate, was clouded last week by a Superior Court judge's ruling to return them.

The state has filed a motion for re-argument on the By Robert Engler III Staff reporter Police have obtained arrest warrants, which they are expected to serve today, for more than 30 people accused of participating in a cocaine network that swirled around West Side Wilmington's upscale night scene. The warrants, which accompanied indictments handed up secretly last week by a New Castle County grand jury, stem from an investigation that included nearly two months of court-authorized wiretaps. "The warrants are sealed," Wilmington police Capt. Ronald Huston said, and the allegations and the defendants' names "won't be made public until after we attempt to arrest them." Sources familiar with the investigation confirmed that county and city police will begin early today to make the arrests. Jeffrey K.

Bartels, a deputy attorney general assigned to the investigation, has said that the allegations could include charges of conspiracy, drug trafficking and racketeering. City police scheduled a press conference for this afternoon to reveal the details. Word of the indictments and pending arrests began circulating last week after authorities mailed notices to several hundred people whose voices were intercepted by wiretap operators who listened to and recorded conversations on the telephones of three suspects. State law requires authorities to notify everyone intercepted on Joseph J. Strzalkowski Sr.

dustrial zoning there," said Carmen Cunningham, wife of newly-elected Councilman Frank Cunningham. "It's not nice. It's a lot of noise and a lot of dust." Concerns were voiced by environmentalist Barbara O'Neill and David Lawrence, who owns several properties in town. O'Neill was concerned about shad and rockfish being affected and about sewage and toxic materials generated by marinas. Lawrence said the zoning amendment would wrench waterfront control from the town.

"Any developer who comes to this town would love to see this," he said. "It allows him to do anything he'd like to do What happens to this town when there are 1,600 boats out front here? This is a federal historic district. This gentleman Giannone would like to build steel sheds in our historic district." Councilman Harvey Cunningham, Frank Cunningham's brother, said re-developing the property would bring the town sorely needed taxes. Town Council will announce its decision at tonight's regular meeting at Town Hall. All uses permitted in CommercialResidential zones would be allowed, as well as uses including marinas, watercraft rentals, boat ramps, boat maintenance and repairs, restaurants, bars, grocery sales, fishing supplies, boat accessories, swimming pools, tennis courts, offices, yacht clubs, dry docks, boat sales, marine fuel sales and marine towing.

Last week, the housing authority awarded $23,000 to the Ruth N. Dorsey Shelter on State Col-, lege Road in Dover through the Emergency Shelter Grant program. Shepherd Place was turned down for that grant with the promise that the housing authority would look for money from other sources. "Both got funding because we realize they are priorities," Woodruff said. The Dorsey Shelter is the only homeless shelter operating in Kent County.

Shepherd Place will be the secu-d facility, if Kent County Levy Court approves a conditional use application at next week's meeting. By Beth Miller Newark Bureau reporter PORT DEPOSIT, Md. The zoning fight predicted for this small town did not materialize Monday night, though Town Hall drew a near-capacity 50 people. The public hearing on a proposed maritime zone for the town's waterfront produced mostly favorable testimony. Much of the town's waterfront is zoned for heavy industrial use.

But much of Port Deposit's beauty is in its setting on the banks of the Susquehanna River. That waterfront area has drawn much interest from developers, especially since the Wiley Manufacturing Co. closed its 18-acre riverside plant. A huge $20 million marina has been proposed for the site, with 800 wet slips and 800 dry. That proposal was a catalyst for the zoning amendment, which creates a maritime zone to regulate marinas and water-oriented commercial land uses.

"Everything we're doing in this project is motivated from, a profit angle," said Jeff Giannone, a Westport, Conn. -based developer who holds the purchase contract on the Wiley property. reason you should trust me is that I'm a professional investing my personal money in this property." Mike Ucci, representing AMCA International, the owner of the Wiley property, said AMCA will pursue an industrial buyer if the rezoning doesn't pass.
