Delaware District Democrats elect officers ELLENDALE Allan J. Redden and Nina Burton were elected as Democratic committeeman and junior committeewoman, respectively, in the 4th election district of the 36th Representative District Saturday. Evans had 117 votes to 40 for challenger Gary D. Evans, Burton 130 votes to 32 for opponent James A. Purcell.

About 950 were eligible to vote. NEW CASTLE COUNTY DRUG ARREST AT MOTEL: A woman was arrested on drug charges late Friday after state police raided her room at Delaware Motor Inn, 4002 N. Du Pont Highway, near New Castle. Police said Pamela Thomas, 43, was charged with two counts of delivery of cocaine and two counts of maintaining a dwelling for the distribution of cocaine. She was arraigned and committed to Women's Correctional Institution in lieu of $12,000 bail.

MAN ARRESTED ON DRUG CHARGE: New Castle County police arrested a man on drug charges Saturday after a traffic stop near Bear. Police said Theodore Jones, 29, of the unit block of McGaughy Drive, New Castle, was driving a van near Lexington Green Apartments about 1:50 a.m. Police said about 22 Vt grams of marijuana with an estimated street value of $200 and drug paraphernalia were found in Jones' pockets and in the van. Police also seized $303. Police said Jones was arraigned and committed to Gander Hill Prison in lieu of $3,000 bail.

KENT COUNTY SCHOOL BURGLARIZED: Police said a Dover man was arrested Saturday after he was seen breaking into POLICE CONTACTS West Dover Elementary School, 901 Forest Dower. Lt. Tye W. Shultz, a city police spokesman, said police went to the school in response to an alarm about 8:30 a and saw William J. Davis, 25, of Whatcoat Apartments, enter the building.

With assistance from Capitol police and a K-9 unit, Davis was found in the school. Shultz said Davis had tried to remove a VCR. Davis was charged with burglary, theft, criminal mischief, possession of burglary tools and criminal impersonation. MARYLAND 3 KILLED IN CAR CRASHES: State police said three men died in separate automobile accidents Friday and Saturday on the Eastern Shore. About 11 p.m.

Friday, police said, Frederick G. Robinson, hometown unavailable was apparently speeding west on U.S. 50 near Easton and struck the rear of a car driven by Vaughn R. Brooks, whose address was also unavailable. Police said the two vehicles left the road, struck trees and caught fire.

Robinson was dead at the scene. Brooks was able to crawl from his vehicle and was taken to Easton Memorial Hospital with a leg injury. The second fatality occurred between 2 a.m. and 7:45 a.m. Saturday near Cambridge.

Police said Randy Dale Hamilton, 31, of Sharptown, was driving north on Maryland 16 when his vehicle went off the road and into a ditch. The third fatality occurred about 4 a.m. Saturday near Royal Oak. Police said a truck driven by Michael S. Broil, 30, of Royal Oak, was westbound on Talbot 329 near Hopkins Neck Road and struck a tree.

TEEN CHARGED AFTER TRAFFIC STOP: A traffic violation stop in Ocean City about 10:50 p.m. Friday resulted in the arrest of an 18-year-old Berlin man on drug charges. Police said a car driven by a juvenile was stopped at Coastal Highway and 81st Street. City police said the officer smelted marijuana, and found five bags of marijuana and drug paraphernalia inside the vehicle. Lyme disease lecture Tuesday OGLETOWN The American Lyme Disease Alliance will hold a free public lecture on research, treatment and survival of the tick-borne illness at 7 p.m.

Channel-widening forum set The Pennsylvania Environmental Council and the Association of New Jersey Environmental Commissions will co-sponsor a forum on an Army Corps of Engineers proposal to deepen the main channel of the Delaware River and Bay. Maryland Would-be bank robbers slip up BALTIMORE Two would-be bank robbers were foiled when a teller refused to read their holdup note because it was scribbled on a deposit slip from another bank.

Police said the teller didn't even notice the robbery note when she told one of the men that he could not use a Maryland National transaction slip at the Harbor Bank of Maryland. The man with the note and his accomplice fled the downtown bank office Friday without a dime. Inner Harbor hotel gets bailed out BALTIMORE For the second time in two years, city officials have to bail out the owners of an Inner Harbor hotel and restaurant who are delinquent on their federal loan. The Baltimore Development the city's development arm, plans to use federal Community Development Block Grant funds to repay a delinquent $1.9 million loan plus interest on behalf of Harrison's Pier V. The city heavily financed the nautical-theme hotel and restaurant, which also owes the city back taxes and fees.

Any two Baltimore residents forming a household including heterosexuals, elderly siblings or single mothers sharing expenses would have a new way of legally documenting their domestic arrangement.

Pennwtvania Pa. to merge port authorities PHILADELPHIA New Jersey and Pennsylvania have agreed to merge their port authorities, a move expected to sharpen the states' competitive edge and create jobs. Over an 18-month period, all state-owned port facilities will be consolidated under a new two-state board, which will become a subsidiary of the Delaware River Port Authority. Pennsylvania initially resisted the move, saying the state's port facilities had three times the value of those on the Jersey side of the Delaware River. Fugitives sought in northern Pa.

State police from four barracks scoured a rugged patch of northern Pennsylvania Saturday, searching for two fugitives who disarmed and abducted two sheriffs deputies at a rural restaurant. Both the deputies and a man abducted Friday night were left behind unharmed. Eugene Mikolaicik, 40, and Brenda Tuttle, 36, both of West Nanticoke, were being returned to Wilkes-Barre to face armed robbery charges. N.J. to acquire Barnegat Bay lots FORKED RIVER New Jersey officials and environmentalists are taking advantage of a depressed housing market to buy up and preserve what's left of Barnegat Bay's open space, a checkerboard of undeveloped parcels they say are critical for migratory birds and other wildlife.

Horsey, Justices Andrew G.T. Moore II and Randy J.

Holland concurring, overturned part of a Court of Chancery ruling that, in dismissing a shareholder's suit, in effect approved the 1982-1983 merger of Technicolor a Hollywood film processing firm, with MacAndrews Forbes Group run by Ronald O. Perleman. Horsey wrote that Chancellor William T. Allen wrongly created a new legal hurdle for shareholders to overcome if they want to overcome the state's business judgment rule. The rule presumes that boards of directors act properly in mergers and sales unless shareholders can prove otherwise.

Then the burden shifts to the board to prove that it acted fairly. The case had been sent back to Court of Chancery for further consideration of this issue and other aspects of the merger.
