Md. counties act to limit some charitable gambling Associated Press LA PLATA, Md. Two more Maryland counties may join the trend toward restricting charitable gambling.

While Maryland law does not allow gambling, it makes an exception on a county-by-county basis for games of chance that benefit a charitable, religious or fraternal organization. Baltimore and Howard counties outlawed such charitable gambling earlier this year. In many areas, where no guidelines exist for the counties' issuance of those permits, the law's provision has become a loophole that allows professional card dealers and organizations to make a living by running gambling concessions for various non-profit groups, said Prince George's associate county attorney Michael Comeau. Officials in both Prince George's County and Charles County are considering limiting charitable gambling by restricting the number of daily permits issued for a gambling concession at one location. "We don't want casinos.

We don't mind if the Boy Scouts have a casino night but we don't think these things should be going on every night of the week," said Charles County Commissioner Murray Levy. Most nights of the week, for the past seven months in Charles County, a large restaurant and bar located on a bar jutting out into the Potomac River has been the site of gambling for non-profit organiza tions. The Reno is located in Maryland because it sits on a bar in the river, but access to the club is from Colonial Beach, where Virginia's tough anti-gambling laws would make the operation illegal. Partly in reaction to the Reno, Charles County commmissioners tentatively agreed Tuesday to limit the number of permits at one location to three every three months or one a month, beginning Oct. 1, said Levy.

Levy said Charles County will be coordinating its efforts with neighboring Prince George's County, where a task force appointed by the state legislature is due to present its recommendations Sept. 1. Comeau, who is legal counsel to the task force as well as a member, said the task force plans to recommend the state legislature require financial disclosure statements. The task force also plans to recommend that cash betting be prohibited, and that no free alcohol or food be allowed during casino nights or "Las Vegas" nights. Comeau said the task force will recommend the county council phase in restrictions on charitable gambling, to allow just 24 permits for one location in 1988 and dropping that to 12 in 1989.

The task force recommendation is similiar to the Charles County proposal and Levy said Charles County also may be willing to phase in its limits to give non-profit organizations time to find another way to raise money. GEBHART FUNERAL HOMES breakup of a burglary ring, police say they have solved 104 cases of breaking and entering committed throughout Wicomico County since February. City police, state police and the sheriff's department arrested nine people and expect to arrest six more, city police said in an announcement Tuesday. Police Chief Colburn Dykes said $43,000 in stolen goods have been recovered, but about $100,000 in stolen items remain missing. He said most of the burglaries were apparently committed to support drug habits.

All those arrested are from Wicomico County and remain in police custody. The nine arrests occurred over the course of two weeks, police spokesman Jack Marsh said. The thefts were countywide and items stolen included videocassette recorders, other electronic equipment, and guns, he said. NEW CASTLE 531 Delaware St. CLAYMONT 3401 Philadelphia Pk.
