Pending the execution of the order Mr. Gorman moved to adjinrn, but that motion was defeated: Yeas, 1 1, nays, 27. Mr. Gorman said that he had made the motion to adjourn supposing that that was in accord with the wish of the gentleman in charge ot the mil.

He had no idea that the motion would be made a party matter Mr. Edmunds said that the Senate had some important business to transact telating to the interests of every I farmer, every manufac turer, every tradesman, every importer, and every laborer in the United States. That bill had been on the calendar for a month or more, and the end of the last fiscal year had been passed, with several appropriation bills still undisposed of. If the Senate could not get on with its business, and could not get a quorum to attend to it, he wished that fact to be understood so that the rest of the senators might go home.

Mr. (Jockrell remarked that he had been in thechambersince.il clock and had re gretted all the day the absence of the distinguished senator from Vermont It was painful to him that the senator bad not been present to assist in the discussion of the Indian Appropriation bill and in the transac tion of business, but now that senator came in fresh from his slumbers and rest and would compel the rest of the senators to stay all night. Mr. f.dmnnds said that tbe application of Mr. uockreil remarks to him was quite un just.

He had been at the Capitol since 10 clock this morning attending to business in his committee room, and coming into the Senate chamber to vote when a vote was be ing taken. Mr. leller expressed the opinion that was unwise for the Senate to remain in i sion after 6 o'clock, and said that he would go home to dinner daily at that hour. It provides that when in any state or in any two or more counties the farmers or other owners of products which are not perishable shall establish a warehouse and deposit in it farm products the cash value of which shall not be less than $100,000, tbe owners of the product may, under certain conditions. apply for and receive a national bank charter, with the nsual rights and privileges apper taining thereto, xnese banks shall have tbe right to discount notes of owners of farm products in warehouse and may also issue notes passed on real estate mortgage security. The Secretary of the Treasury todav re ceived $500 from an unknown resident of Bridgeport, Conn who said it was in settle ment of his income tax and asking that it be placed in the "conscience bureau. The sender of the first said it was pension money and he didn need it. The $85 was in ha'f parts of United States notes and silver certificates, the sender saying he had destroved the other half. Professor Soley, the new assistant Secretary of the Navy, formally assumed that office this morning, the President having signed his commission immediately upon his return from Cape May yesterday afternoon. Colonel Tichenor relinquished his position of assistant secretary of the Treasury this morning and qualified as a member of the Board of Customs Appraisers. Appraiser Sbarpe of New York also qualified! this morning. Assistant Secretaries Spalding and Nettleton received their commissions from the President last evening and entered upon the discharge of their duties this morning. The Treasury Department has decided that certain pipe and cigarette-holder cases made of leather and lined with silk or plush, having hinges or clasps, and specially fitted for protecting tbe pipe or cigarette-holder while being carried about the person of the consumer, are properly dutiable at 100 per cent, ad valorem as unusual coverings.

A State Convention of the Bepublican Party of the State of Delaware will be held at Hover ON TUESDAY, SEPTEMBER 9, 1890, at 11 o'clock a. For the purpose of nominatine a candidate for governor and a candidate for representa tive in uongress. The convention will consist of one hundred and sixty (160) delegates appointed among toe several districts as follows: Forty (40) delegates to be chosen from the First district; thirty-eight (38) delegates to oe cuosen from the second district; forty (40) delegates to be chosen from tbe Third dis trict; forty-two (42) delegates to be chosen from the Fourth district; and such delegates shall be appointed among the several sub divisions, as heretofore. And further it is ordered that the modes of election shall be as follows: Tbo Republican voters shall assemble at the usual voting places in the several sub-divisions of said dis tricts on.batnrday, the 6th day of September, A. 1890, and organize by electing three judges to conduct the election, who shall forthwith opsn the polls and receive the bal lots.

In the First and Second districts the polls shall be ened at 4 o'clock p. m. and kept open until 7 o'clock p. and in the Third and Fourth districts the polls shall be opened at 2 o'clock m. and kept open until 4 o'clock p.

White condemning cer tain New Orleans papers in advertising the passage of the lottery bill in the Legislature. lbe Times-Democrat publishes the follow ing: The Times-Democrat charges and can prove that the campaign committee, of which Senator-elect White was treasurer, received the sum of $10,000 from the head and front of the lottery company, which the senator disbursed in the interest of Governor Nicholls and himself in the last campaign. When the check had been solicited and was tendered to the committee one member objected on the ground that it came from the lottery company. One of the committee then said: 'Gentlemen, let ns have no misunder standing; the money comes from the lottery That money was received, turned over to Treasurer White and used in the campaign.

Will the senator-elect dare deny it? It is farther charged that this 'auti' saint received from the lottery company the sum of 110,000 to assist him personally in his fight for the Senate. Did Senator White use that money honestly? The amount is large and could scarcely have been consumed in stationery. RISING TROUBLE. They Expect to Resume Shortly. 407, 409 and 411 Orange street, had failed with liabilitieslamounting to $27,000. The firm confessed judgment to E. A. Blackshur of Baltimore, Md. for 519,000 and to a hog dealer named Wrangle, for 58,000.

The firm was established in 1839 and the present members of the firm are Herbert M. and Herman Lange. The firm always did a good business and its failure is attributed to the failure of Philadelphia party whose notes the firm endorsed. The firm recently put in a large quantity of labor saving machinery. Inqniry made at the office yesterday in re gard to the failure ehciced the information that the largest bill which the firm owed was SI 5,000 to a New York party, and that they were the only ones pushing their claims.
