SMYRNA A New Castle County man was killed yesterday morning when he drove his pickup truck into a tractor-trailer on fogshrouded U.S.

13 just north of here, poice said. Stanley V. Kosinski 20, of 113 Neptune Drive, North Star, was dead on arrival at the Delaware Division. Police said his pickup collided with a northbound truck driven by George W. Banghart, 21, of Broadway, N.J., at the intersection of the highway and Paddock Road about 9:10 a.m.

A state-owned car driven by Florence Rutter, 59, of Frederica was also struck as the tractor trailer jackknifed and skidded another 205 feet. Banghart and Rutter were not injured, police said. Kosinski apparently failed to see the stop sign at the intersection as he drove west on Paddock Road toward the highway, police said, and his vehicle slammed into the cab of the truck and was spun beneath the rear wheels of the trailer. Kosinski was found lying on the grass median strip. Police said attendants from the American Legion Ambulance in Smyrna revived Kosinski at the scene but that he died on the way en route to the hospital.

An autopsy will be performed to determine the cause of The northbound car driven by Ms. Rutter hit a tree after traveling 450 feet. Traffic on U.S. 13 was tied up for three hours as highway crews tried to clean up spilled diesel fuel and fire companies from Smyrna and Townsend stood by in case it was ignited by a spark. No charges were filed.

The accident was the 100th fatality on Delaware highways this year compared to 97 for the same period last year. Kosinski graduated in 1977 from Delcastle High School near Wilmington and had worked as an apprentice carpenter for the Ci Corp. in Elsmere for the past six months. He is survived by his parents, Stanley V. Sr.

and Janet Martine Kosinski, with whom he lived; two brothers, Mark S. and Michael both at home; three sisters, Mary Ann, Joan and Annette M. Kosinski, all at home; his paternal grandmother, Stella Kosinski, his maternal grandmother, Mary E. Martine, and his maternal greatgrandmother, Alma V. Martine, all of Wilmington.

A Mass of Christian Burial will be offered Tuesday morning at 10 at St. Mary of the Assumption Catholic Church, Hockessin, with burial in All Saints Cemetery. Friends may call Monday night at the John F. Yasik and Son Funeral Home, 607 S. Harrison Wilmington.

Lulu Bethards, longtime speech teacher, dies By CHARLIE WALKER Lulu Plumley Bethards, who spent her life helping, people with speech disabilities, Thursday in Daybreak Lodge nursing home, 2801 W. Sixth after a short illness. Mrs. Bethards, 91, of 2601 Orchard Roselle, was an elocutionist, and she taught retarded children at Meadowood School near Stanton until her retirement in 1968. Her interest in the field was sparked after she discovered, at age 7, that she had a speech defect and began receiving special speech lessons.

Until her retirement, she taught retarded and physically handicapped children, adults whose speech had been impaired by strokes, and foreigners needing help in diction, expression and interpretation. She gave private lessons at her home as well as in the classroom. Among her teaching methods were choral readings and a system of facial exercises she devised. In 1959, she retired after 30 years of teaching the Grace United Methodist Church kindergarten. She left Carolyn J.

Hastings WOODLAND Carolyn Jamison Hastings, 56, of Leesburg, and formerly of Woodland, near Seaford, died Thursday in Phoebe Memorial Hospital, Albany, following a long illness. She is survived by her husband, James T. Hastings of Woodland; three sons, Charles R. Jamison and James T. Hastings both of Summerland Key, and Dennis L.

Hastings of Seaford; two daughters, Donna H. Massey of Woodland and Patti H. MacArthur of Seaford; her mother, Mildred N. Jamison of Woodland, two brothers, Lymanh (Jim) Jamison of Seaford and Richard J. Jamison of Woodland, and 10 grandchildren.

Services and burial arrangements were incomplete last night. John R. Green DELMAR, Md. John Robert Green, 61, of near Delmar, died yesterday in Peninsula General Hospital, Salisbury, after an apparent heart attack. Mr.

Green was a section supervisor at the Du Pont Co. nylon plant in Seaford. He is survived by his wife, Grace a son, Douglas of Delmar, four daughters, Ann Lynn Truitt of Hodgenville, Cindy Lou Powell of Atlanta, Sue Ellen Webber of Delmar, and Wendy Jo Walker of Delmar, a stepson, Wayne Williams of Fort Devens, two sisters, Margaret Roberts mar, and Ruth Nock of Delmar, and nine grandchildren. Services will be Monday afternoon at 2 at the Marvel-Short Funeral Home, 21 Grove Delmar, where friends may call tomorrow night. Burial will be in Melsons Cemetery, near Delmar, Del.

William B. Townshend BOCA RATON, Fla. William B. Townshend, 78, of 400 N.E. 20th died Thursday in Boca Raton Community Hospital of natural causes.

Mr. Townshend lived in Chestertown, all his life before moving to Florida 14 years ago. He owned a real estate company there and was past president of the Chestertown Rotary Club. He is survived by his wife, Eleanor, and a brother, H. Sterling of Winter Park, Fla.

Memorial services and burial will be Monday in Boca Raton. Instead of flowers, the family requests contributions to a local chapter of the American Cancer Society. Hrab, 59, of 942 Old Bethlehem Road, died Thursday in Grandview Hospital, Sellersville, of natural causes. Mr.Hrab, manager of Billy's Tavern in Philadelphia for 15 years, retired in 1975. Mrs. Lister lived in Wilmington and Findlay, Ohio, before moving to Phoenix in 1960. Survivors include her husband, Ralph seven children; her parents, Mr. and Mrs. Harry O.

Mrs. Exline was a social worker for Cuyahoga County Relief in Ohio and for the American Red Cross in Cleveland until her retirement in 1974. Her husband Ralph V. Exline died in 1930. She is survived by a son, Dr.

Auto. Carlisle of Milford and Houston fire there and became consultant for instructing Sunday school teachers in the Peninsula Methodist Conference. In 1960, she was recruited as a volunteer speech teacher by the old Delaware Day School Association, and she stayed on as a paid teacher in 1961 when the old state Department of Public Instruction assumed the teaching of retarded children. She grauated the National School of Elocution and Oratory in Philadelphia and was one of the oldest living members of Grace United Methodist Church. Her husband, Harry died in 1936.

She is survived by two sons, H. Gordon of Park Ridge, and Richard L. of San Antonio, Texas; two daughters, Emma Lou Davis of Rehoboth Beach and Elizabeth Jane McFarland of Mays Landing, N.J.; 13 grandchildren and five greatgrandchildren. Services will be Monday afternoon at 2 at Grace United Methodist Church, Ninth and West streets, with burial in Riverview Cemetery. There will be no viewing.

Instead of flowers, the family suggests contributions to Grace United Methodist Church. George W. Shockley FRANKFORD George W. Shockley, 82, of the Frankford area, was dead on arrival Thursday at Beebe Hospital, Lewes, after an apparent heart attack. Mr.

Shockley was a retired farmer. He is survived by two sons, David G. of Seattle, and Russell J. of Frankford; two daughters, Marion J. Toomey of Dagsboro and Betty Quillen of Claymont; two brothers, Elijah of Frankford and James of Selbyville; four sisters, Laura Hudson of Bishopville, Anna Layton and Bertha Long, both Frankford, and Myrtle Holloway of Selbyville; 11 grandchildren, and two great-grandchildren.

He was divorced. Services will be at 2 tomorrow afternoon at the Watson, Gray Melson Funeral Home, Frankford, where friends may call tonight. Burial will be in St. George's Cemetery, Clarksville. Richard P.

Monigle Sr. Richard P. Monigle 79, of 611 Halstead Road, Sharpley, died Thursday at St. Francis Hospital. Mr.

Monigle suffered a stroke last Sunday while attending a memorial service for his brother, William who died two years ago. Mr. Monigle retired in 1965 as comptroller of Beneficial Finance which later became Beneficial Corp. He joined the company in 1927, becoming comptroller in 1959. He was also a life director and former president of the Wilmington Bowling Association.

He is survived by his wife, Mildred Whiteside Monigle; two sons, Richard P. Jr. and Gerald a brother, Daniel four sisters, Ann Feeney, Mary Kelley, Kathryn Mulherin, and Margaret Monigle; five grandchildren, and a great-grandchild. All are of Wilmington. Mass of Christian Burial will be Monday morning at 11 at St.
