An autopsy has been scheduled for today, police said. Saudi Arabia raising light crude oil price by $2 to $26 a barrel By ANTHONY J. PARISI New York Times Service NEW YORK Saudi Arabia, the largest supplier of oil to the United States, has decided the raise the price of its light crude by $2 a barrel, or about 5 cents a gallon, according to oil industry sources in New York. The new price of $26 a barrel is an increase of more than 8 percent and will be retroactive to Jan. 1, they said.

The rise indicates that the Saudis have acquiesced to the higher level sought by other members of the oilexporting cartel at its December meeting in Caracas. Although the Saudi price rise is expected to boost the price of gasoline, heating oil and other petroleum products by less than a penny a gallon on average nationwide, it will mean sharper increases by some of the largest oil companies. This is because almost all the Saudi oil that enters the United States is imported by four companies, Exxon, Mobil, Texaco and Standard of California, which are the partners in Aramco, the Arabian American Oil Co. Industry analysts said yesterday that the Aramco partners will probably announce increases of as much as 2 cents a gallon as a result of the Saudi move. In addition, oil specialists said, the Saudi increase may prompt some of the other key oil exporters, particularly Nigeria, Britain and Norway, to raise their prices.

These countries currently sell their very high-quality oil for about $30 a barrel, even though in the past their pricing has been in line with that of Libya, which now charges $34. Oil buyers believe the three have been waiting to see where the oil market, which has been in a state of confusion ever since the Organization of Petroleum Exporting Countries' December meeting, would settle. "Nigeria is going to click now, I'm said one executive with an international oil company, "and the North Sea producers will probably do some catching up, too." Word of the Saudi increase, which has not yet been officially announced, came yesterday from high officials of the Aramco partners. Normally, the companies learn of a unilateral Saudi increase by Telex message, but their executives sometimes get advance word directly from Saudi officials. The company officials said increases were coming in all Saudi crudes, not just the light variety, which has been the benchmark for the OPEC price structure.

The medium crude would rise less than $2 a barrel to $25.45, they said, while the heavy crude would increase $1.82 a barrel to $25. In addition, Beri crude, a very light grade that accounts for a small proportion of Saudi Arabia's output, would rise $2.80 a barrel to $27.52. Although rumors of a price rise by the Saudis have been circulating for weeks, the retroactive provision caught company sources by surprise. Several noted that it appeared to reverse the pledge made in Caracas by Sheik Ahmed Zaki Yamani, the Saudi oil minister, to hold Arabian light oil to $24. The Saudis, who have consistently taken a moderate pricing stance, raised it to that level from $18 a barrel just before the OPEC meeting.

That increase was also retroactive, to Nov. 1. Throughout the Caracas meeting, which broke up with no pricing accord after four days of intense behind-the-scenes negotiating, the Saudis' allies reportedly tried to persuade Yamani to accept a compromise price of $26 a barrel. left Caracas "We in Saudi Yamani steadfastedly, refused and Arabia think $24 is a good price." Within days, however, Venezuela and the others that had joined with the Saudis in seeking a $26 price for the benchmark crude, raised their prices $2 a barrel, effective Jan. 1.

The retroactive increase by the Saudis indicates that they have accepted the $26 compromise. Jury to consider refugee hangings By ROGER MUNNS FAIRFIELD, Iowa (AP) A grand jury will begin considering charges this week in the hangings of five members of a Southeast Asian refugee family, an incident a prosecutor said stemmed from a communication problem. Although details of what happened were unclear because of Ianguage barriers, Theng Pao Yang's wife, Li Ly, apparently saved her husband and three children from death by cutting the ropes that suspended them from water pipes. Another son, 8-year-old So, died. Jefferson County Attorney Edwin Kelly said yesterday that the refugee father, a Laotian national and a member of the Hmong tribe, claims to have been threatened by another Laotian refugee.

But Kelly said Theng Pao could have misinterpreted whatever he heard, because he speaks Hmong and does not understand Lao very well. He also said there is evidence that Theng Pao is "disturbed." "This is a very individual case, and it is sure to be considered on its own merits, separately," he said. "I'd like to see it so the children and the family, if possible, could be able to receive the best benefits our society has to give them. Our criminal law is designed to protect and to help. I hope it will serve these people well." Kelly also said the press has "sensationalized" the case and that the incident is unique among resettled refugees.

"I know of no other case where anything of this kind has happened. When you sample 230,000 people number of Southeast Asian refugees resettled in this statistically, you'll have 'X' number of suicides. You have to look at the big picture," he said. The notion of a death threat was introduced into the case when authorities interviewed Theng Pao, a process complicated by language barriers. "It's questionable," Kelly said.

"I really wonder what he could have understood. It's entirely possible that this is some kind of psychotic aberration. The guy may be mentally disturbed. The whole genesis could be that he is imaging something from another langauge and not interpreting it correctly." Kelly said authorities have found no evidence that Theng Pao was threatened. "Really, the press has sensationalized this thing," he said.

"I think it's been an attempt to report everything that there is, but you have so many problems here. Any time you translate things into three different languages, and you have three distinctly different cultures involved, you have the ultimate opportunity for distortion.".
