Wednesday, June 16, 1982 EVENING JOURNAL The Au Gair School for autistic children is operating this week on an extraordinary license, hand-delivered to the school Monday. The day its latest of three temporary licenses was to expire, the school was given a fourth short-term permit, according to Charles H. Debnam, acting director of the division of child protective services. The permit is good through Friday. The school could meet state certification requirements, Debnam said Tuesday, but its financial rec ords were in transit from the school's auditor to the school and to the state division.

Debnam said the institution is required to have them available for the state licensing inspection team. But the shortcoming was so minor, Debnam added, he had the unusual permit hand-delivered "to keep them from operating without a license." The school near St. Georges had been operating on a 30-day license, granted after two six-month permits. The school lost its normal license called "permanent," although annual inspection is required in June 1979, after state investigators said school officials had been using unprofessional punishment and needed more staff training, educational programs and therapy provisions. The school's director, Kenneth M.

Mazik, denied those charges at that time and was not available for comment on the most recent permit. A staff member at the school said Mazik is in Florida and can't be reached there. According to Debnam, the school did not get its permanent license when the second half-year permit expired May 15 because there still were a few problems. According to the official report from the licensing team, the infractions remaining in May besides the unavailability of financial records included: Inappropriate use of electro-shock treatment, including use on one student-patient who got "17 shocks in one month with no documented episodes of self-injurious or aggressive behavior which clearly violates the resident's right to protection from harm." Inadequate written policy and insufficient use of peer review, "as exemplified by the continued use of electroshock for non-risk behaviors despite the professional opposition of the Peer Review Committee." Two unspecified violations of the fire code. According to Debnam, the use of electroshock and slapping "has been substantially modified and reduced."
