Surviving are two sons, Ivo H. of Claymont, and Valdomor of San Francisco; two brothers, Johannes and Volli, both in Estonia, and four grandchildren.

WASHINGTON UPI) A Yale graduate student who has spent 18 months researching international drug traffic contended today that the CIA is involved in Southeast Asian heroin traffic. Waters PRINCESS ANNE, Md. -Paul L. Waters of Princess Anne, died last Friday at home after a long illness. His age was not disclosed. Mr.

Waters was born in Fairmount, and had been a lifelong resident of the Prin-c Anne area. He had worked in New York City as a steel cutter and had worked in Princess Anne for a contractor. He was a member of St. Andrew's United Methodist Church, Fairmount. He is survived by his wife, Mrs.

Mary B. Waters; a broth er, B. Franklin of New York City; and a sister, Mrs. Aretta Kidd, also of New York City. Services will be tomorrow afternoon at 2 at the Mount Hope AME Zion Church, Princess Anne.

Miss Mary Hitchens GEORGETOWN Miss Mary Hitchens, 85, a native of Georgetown, died Monday at home in Philadelphia, after a long illness. Miss Hitchens had lived in the Philadelphia area most of her life. She has no immediate survivors.

Pitman Penns Grove, died yesterday at the Salem County Nursing Home, Salem, after a long illness. Mrs. DeSantis was born in Italy, but had lived in Penns Grove for about 50 years. She was a member of the St. James Catholic Church here and the St.

Gabriel Society. Her husband, Joseph D. DeSantis, died in 1964. Mrs. DeSantis is survived by a son, Joseph D.

Jr. of Penns Grove; a sister, Mrs. Louisa Quiete in Italy; and two grandchildren. Requiem Mass will be offered tomorrow morning at 9 at St; James Catholic Church, Penns Grove. Friends may call at the Ashcraft Funeral Home, 47 State Penns Grove, tonight.

Mrs. Hurley, 53, of Baltimore, formerly of Elliott, died yesterday in Salisbury Nursing Home, Salisbury, after a long illness. Mrs. Hurley was born in Elliot, but had lived in Baltimore most of her life. She was a member of Elliott Methodist Church.

She is survived by her husband, George L. Hurley; a son, George L. Jr. at home; and three sisters, Mrs. Madeline Morris of Dames Quarter, Mrs.

William T. Jarman, 75, of near Berlin, died Wednesday in the Salisbury Nursing Home after a long illness. Mr. Jarman was born in Berlin, and lived in the area all his life. He was a retired farmer.

He served with the Army in World War and belonged to the American Legion and the Buckingham Presbyterian Church in Berlin. His wife, Mrs. Ruby Kiser Jarman, died in 1967. Surviving are a step-daughter, Mrs. Barbara Patton of Berlin, and three step-grandchildren.

Francis Hospital yesterday after being stricken at the Division of Motor Vehicle's Bancroft Parkway inspection lanes where he was an inspector. The medical examiner's office today ruled the death resulted from a heart attack. Mr. McGinnes was a lifelong resident of the Wilmington area and retired as a corporal of the New Castle County police April 16, 1969. He went to work at the lanes in May 1969.

U.S. District Court Judge Joseph S. Lord III made the ruling yesterday in connection with a motion by seven defendants in an alleged $10 million gambling case who sought to suppress evidence gathered by electronic surveillance. U.S.
